Local government

Local government plays a foundational role in Australian community life, with 537 councils employing over 218,000 staff across metropolitan, regional and remote areas. Councils manage more than 500 billion dollars in community assets and oversee the majority of Australia’s local infrastructure, including more than 75 per cent of the national road network. They deliver essential services such as planning, waste and recycling, libraries, parks, recreation, childcare and community wellbeing. 

More than half of all councils operate in regional or remote areas, where they contribute significantly to economic resilience, social cohesion and access to essential services. Councils function as place makers and community anchors, shaping long-term local development. 

The sector faces increased demand due to population changes, financial sustainability pressures, climate impacts, skills shortages and rising community expectations. Growth in some regions contrasts with decline in others, requiring tailored workforce strategies and flexible service models. Councils must innovate across infrastructure, people and service design to meet community needs. 

Strong leadership and organisational capability are essential to ensure councils can perform effectively as civic, economic and cultural leaders.
